Roosevelt" as President, one page, on White House letterhead, 10 x 8", Washington, Dec. 9, 1937. To Charles F. Ernst, president of the American Public Welfare Association, expressing his gratification at learning of plans for the Second Annual Round Table Conference for the Association, which would include welfare directors from many states and would discuss vital problems confronting them, such as "consideration of means for closer coordination of welfare activities and the integration of emergency activities into the continuing welfare program…."
