Partly-printed document signed "Theodore Roosevelt" as President, one page, 16 x 18", Washington April 4, 1908. Countersigned by Robert Shaw Oliver as Acting Secretary of War. Appointing Stanislaus M. Neisser as First Lieutenant in the Philippine Scouts. Blue War Dept. seal is intact at lower left. Overall toning, darker in outer margins from a previous framing. The Philippine Scouts was a military organization first organized by the US in 1901 to combat Philippine revolutionary forces.
