Alexander I. Alexander I awards two officials the order of Saint Anna, second class, 6 officials the order of Saint Anna, third class and 9 officials the order of Saint Vladimir, fourth class. Accompanied by a full translation. (1777-1825) Czar of Russia who alternately befriended and fought Napoleon I, but ultimately helped to defeat him. Alexander took part in the Congress of Vienna and conceived the "Holy Alliance," which was fueled mostly by his religious fevor and did not last beyond his reign. While he intended to institute liberal reforms, following through was made impossible by the resistance of the Russian nobility.

Document Signed, Two pages, Folio, St. Petersburg, March 29, 1825 headed "Imperial Decree to the Chapter of Russian Orders," in Russian and reads:

"In accordance with the testimony of His Royal Highness, Chief Administrator for communications, Duke Aleksandr (Virtemburgskiy) concerning the excellent zeal and dedication to duty of the Officials… We Most Graciously bestow the title of cavalier of the orders:".
