The extraordinarily rare single blue "TOP", arrow and double plate number block of twenty, the left s.e. pair and the extreme right selvage (neither an integral part of the plate block of twelve) are hinged, the plate block of twelve and six other stamps never hinged, F.-V.F., with 2004 P.S.E. certificate.

The listed catalog value is for hinged. This may be the finest of the relatively few known, especially since it is in "post office" mint condition. The certificate states that this is a "top part sheet margin…" which is evidently a typographical error and should have read "top right sheet margin" as the selvage is full and complete.
