It's a shame that the obverse inscription is not clearer, but it does seem that the letters are more akin to the titles of Titus than of Domitian, whose portrait normally occupies the obverse of this type.

As we have seen, there were four different Roman emperors whose portraits appear on the complex coinage of Agrippa II. The Levin collection is particularly rich in Herodian coin types. Many different mints were in operation, as well as the two dating eras. The cataloguer (P.R.) is using the transliteration of dates which is found in The Numismatic Legacy of the Jews, the Bromberg auctions, Y. Meshorer's Ancient Jewish Coinage, as well as Meshorer's most recent work, A Treasury of Jewish Coins, all of which agree. C.E. dates in David Hendin's 4th edition of his guide are one year less for the Flavian issues.
