Being: "MEMORANDUM for the Director, International Cooperation Administration / I concur in the attached Presidential Report of Exceptions Determinations, and hereby authorize you to transmit it to the Chairmen of the six Congressional Committees, pursuant to Section 103(b) of the Mutual Defense Assistance Control Act of 1951." The Mutual Defense Assistance Control Act of 1951 was passed to supervise all foreign aid programs, including both military assistance programs and non-military, economic assistance programs that bolstered the defense capability of U.S. allies.
