A 7pp pamphlet issued by the Commonwealth of Massachusetts concluding that Congress has the power, vested in the Constitution to establish a National Bank, 9¼ x 5¾". The pamphlet contains a report on the history of the Bank of the United States and offers eight resolutions, which were read and accepted by the state legislature. A true copy, signed by A. Bradford, Secretary of the Commonweath. Fine.
