(Congress) 1790 Broadside: An Act For the Government and Regulation of Seamen in the Merchants' Service. Passed by the "Congress of the United States At The Second Session, Begun and Held at the City of New-York…the 4th of January, 1790," signed in print by George Washington as President, John Adams as Vice President, Thomas Jefferson as Secretary of State, and Frederick Augustus Muhlenberg as Speaker of the House of Representatives, 22x18¾". Printed on laid paper and "Sold by Andrew J. Allen." Fine; some paper loss at corners, not affecting text; light toning and a few scattered spots. Some notations in the margin, including "Shipping Paper, Schooner Commerce, Jany. 1818." Verso has the partly-printed agreement, accomplished in manuscript, between the master, seamen, or mariners of the Schooner Commerce. Five men are listed, with their station, time of service, wages, etc.
