Juarez, Benito (1806-1872) Mexican revolutionary and statesman. Document Signed as President of Mexico, 1½pp (one sheet), in Spanish, Palace of the National Government in Mexico, 1869 May 28. Fine; two small tape remnants on lower edge of verso cover small edge tears. To Matías Romero, Minister of Finance and Public Credit. In part: "…The Executive power will arrange for the General Direction and Collection of direct taxes of the Federal District to determine that the basis of the total amount of salaries and expenses collected should be no more than 10% of the value of the products…."
